The PERMATA Program was led by Prime Minister's wife Datin Seri Rosmah Mansor in 2004/2005. As a starting point, the NCDRC (Natinoal Child Development) was established at the Sultan Idris University of Education (UPSI) to oversee the development of the PERMATA curriculum and the implementation of related research. The NCDRC is also responsible for providing training to PERMATA coaches and educators. The Council of Ministers on 21 June 2006 approved a comprehensive and holistic policy regarding childcare and early childhood education known as "Every Child of the Nation" In May 2007, the Permata Negara pilot project was implemented at five national PERMATA centers in Putrajaya, Chini, Subang Jaya, Headquarters and Custody.
In addition, the Government has decided to extend the Permata Negara program and its implementation to all TASKAs under the government of KEMAS, JPNIN, Community Task Force and the Terengganu Family Development Foundation. Permata Negara In 2010, a comprehensive research was conducted by the Curriculum and Research Technical Committee to determine the effectiveness of the Permata curriculum. The research report indicated that implementation of the PERMATA curriculum by the parties was conducted efficiently and effectively.
PERMATA
program is a early years program for children who age from 0 to 4 years. In the
early year of other oversea countries, there are a number of similar early
years programs have been carried out, such as Early Learning Program
(Australia), Early Childhood, Head-Start Program (USA), Early Years &
Sure-Starts (UK), Foundation Year, etc. For more information, PERMATA Negara Program adopts
the model curriculum which practiced by Sure-Start Program and PenGreen
Center, Colby England.

SUGGESTION OF THE ACTIVITES AND TECHNIQUES FOR TEACHING THE ACTIVITIES
The PERMATA Country curriculum adopts appropriate pedagogy children 0-4 years of age are Pedagogy Play. This pedagogical practice has been adopted in around the world as children are not only 'playing' but 'learning' now they play.
